Question: Can you apply to be a youtube partner if you cover songs?

I've been making Youtube videos for almost a year now and have grown to around 3000 subscribers since then. I upload videos regularly, and think I have what it takes to be Youtube partner! The only problem is that line in the requirements section of the application form... "You own or have express permission to use and monetize all audio and video content that you upload—no exceptions " I upload original acoustic songs but also cover songs by other popular artists, and am thinking this may conflict with this guideline. On the other hand, I know of many other well- known Youtubers, such as Julia Nunes for example, that do covers also, and are part of the partner program. There are some examples on my youtube page of the kind of videos I am making http:/ / www.youtube.com/ user/ MusicMaaad?feature=mhw4 I'll apply anyway, got nothing to lose, but just was wondering if anybody has any idea about it, or knows of a similar case that got refused on that basis!
